I have a project where all users will be allowed to create an issue and they give should have edit issue permission as well(This is a normal case). In addition to this, I have a user named(xxx). If this xxx user creates an issue in the same project, then only that particular user xxx should be able to edit those issues. In other words, if the reporter is xxx then those issues shouldn't be allowed to edit by other users in the same project. How can I have this restriction in place? kindly help!

You can create new permission scheme and in Edit issue permission you just need to add reporter and associate this permission scheme to the project. If the existing project scheme is not shared with any project then you can also modify the existing scheme and make changes according.
So only reporter of the issue allowed to edit the issue.

That satisfies only one of the two requirements:
1. If issue is created by user xxx, then only user xxx can edit the issue.
2. If issue is created by any other user, then all users can edit the issue.
