Issue notification

1. Can it be set that when someone opens the issue, that admin can see it?

2. and how to do when someone reports issue when i type something, in summary, that if i enter something similar that jira gives me

result from previous reported issues!

Projects can have notification schemes associated with then, informing an appopriate person (the assignee) of the issue creation, answering (1).

(2) is possible I think through a plugin, name escapes me.

Uh, no not that one, it really does escape me, ther eis a plugin, that does some regexp scanning on existing issues. Anyone?
