We have in issue with send mail test :
An error has occurred with sending the test email:

The solution is correct configuration of the mail server, possibly on the email server side, but mostly you'll find there's something wrong on the Jira side.
With the TLS tick box enabled, please also try the protocol as "secure smtp".
If that does not help, then the I would want to be checking the logs while clicking "test" on the smtp settings.
