Issue type Release status change decide associated with Defect status change

We have a project ABC, under which we have Issue type DEFECT and Issue type RELEASE.

What we want to achieve is that defect issues can ONLY be moved by the development team to FIXED state only when the associated release(using Issue links) are moved to 'Deployment Review' state.

Please suggest.

This is not something that Jira alone can do by itself.   However there are 3rd party plugins to Jira that can give you this kind of functionality.  I suspect there are multiple plugins that can do this, but the one I found in my initial search is the Jira Misc Workflow Extension. 

It has a workflow condition called Linked Issue Status Condition.  With this plugin and this condition you could limit when an issue can be transitioned based on the status of specific issue link types.
