Issue-type all fields display

I am currently not able to view or display all fields associated with an Issue type when am creating a specific issue. I often have to go back into the configure fields on the issue-type dialogue box to add all the needed fields.

Any ideas on how to make all the fields show in the  issue-type while creating?
