It appears that there is no way to copy issue types and configuration between next-gen projects (or, as a I want to, create a new project using the issue type and other settings derived from an existing project).
Am I wrong?

At present, the next-gen project does not support multi-project sharing or clone IssueType when creating projects.
Copy next-gen project configurations and workflows will Coming in 2020.
