A number of issues that have been marked completed that were displayed on the board have vanished.
Why? Is this a design feature?
How can I display these issues again. I want control over my project.

What is the project type? You can get that information from the View All Projects page under the Projects menu.
And if it is a Software project, what type of board is it; scrum or Kanban.
If the project type is Business then it is by design that issues that have been set to a "Done" status and have been in that status for 2 weeks or longer will be hidden from the board view.
The same is true for a Team Managed Software project that uses a Kanban board.
In both cases that is currently hard coded functionality that can't be configured or disabled. There are change requests about that.
If you are working with a Kanban board for a Company Managed Software project then a board administrator has four options for configuring that option; never hide, hide at 1 week, hide at 2 weeks, or hide at 4 weeks.

After trialing a company managed project, I decided it was more complicated than we needed and probably required a highly advanced and full time Jira administrator to manage. That idea was tossed into the too-hard basket.
As for my little Team Managed project - which seems a lot more forgiving, I've seen other posts about vanishing Issues on the Board, but had hoped things have moved along since.
