Issues while moving an issue

I can not check/uncheck Retain box while moving an issue from one issue type to another issue type in same project. The option of removing checks are disable.

This is only for this 2 fields.

Any idea?

Components and versions belong to projects, so they can't be moved across projects, but within the same project, they don't need to be retained, they stay with the issue automatically (unless you've configured the target issue type to not have them)
