Issues with character encoding in Jira plugin

Hi

I'm currently developing a Jira plugin that uses i18n internationalization.
I have an issue with the international characters not displaying properly.

I have used native2ascii on the properties file with the international characters but that hasn't helped either.

I have also tried updating / made sure it looks like this: Troubleshoot character display issues in Jira server | Jira | Atlassian Documentation

Not that I was expecting them too change much since it is only the text in this specific plugin that doesn't display properly. Everywhere else in Jira looks good.

I have not been able to Google my way out of this problem so I'm turning my question to the community. 

I am primarily testing in a VM that's running Ubuntu 20.04.
Jira Server/DC is on 8.5.3. (I have also tried on a separate Jira instance and have the same issue).

The file is seen and read since it is using the international language, its just not displayed correctly.

What am I missing?
