It shows a notification icon when there are no notifications

Just updated to 7.10.2 and i have noticed in the Administration section ,that it always shows the notification icon with an exclamantion mark. It used to show this when there were issues with indexing, or add-ons updates waiting. But now it always says there are no add-ons notifications, when i click on it. Is it a bug?
