I have googled and found all the suggested solutions. Changing permissions, changing default assignee and nothing has worked, the assignee always reverts back to the project lead. As i stated, I have even changed the default assignee to 'unassigned' and it still places the project lead as the assignee, even if I assign it to someone else.
Something to consider, I created a new project and then an issue for that project for testing and I was able to assign to anyone, is there some secret setting I need to change on an existing project to be able to assign it to anyone?

So, I will try to create an issue (bug) within a already created project and no matter who i put as the assignee, it assigns the issue to the project lead. I have changed default assignee on this project to "unassigned" but still gives me this issue.
I did figure out if I change the Workflow Schema for some reason it will let me assign the issue to whoever I want now. BUT any idea why a Workflow Schema would prevent me from assigning to people other than project lead?

Does the reassignment only take place while you create an issue or
is that true for already existing issues as well?
If only the first is the case than you should check for any kind of post functions in the create transistion

Yeah, I am thinking it is somewhere in the transition. It will let me put an assignee when I am creating the ticket and then when I hit "create" and it takes me to the actual ticket screen, it shows assignee as the project mgr (not the person I assigned to)
