Do you mean during normal user use, or when you are doing administrative tasks?
The projects you see as a user are controlled by the "browse project" permission for each project. Your admin rights give you admin, not "see everything", as that's a bad security model.
As an admin, you will always be able to see the *administration* stuff for *all* projects under Admin -> Projects
