JIRA API Find users doesn't work when "startAt" is greater than 99.

Hello, 

I'm current using the following API end point to query users
"/rest/api/3/user/search?query=a&startAt=99&maxResults=200"
It was working fine but now it doesn't work if startAt> 99 (ie: startAt=100 ..)
and that is reproducing with any query that's provided. any suggestions?
