Has the Jira admin default changed in the newer version in which the jira-admin is now automatically Jira-admin and Jira-System Admin?

No, even in the newer documentation the Jira system admin global permission exists https://confluence.atlassian.com/adminjiraserver/managing-global-permissions-938847142.html
