JIRA Administrator doesn't have all the permissions

Hello! We have an administrator that isn't able to edit an expense and approve it. She should have all the permissions - meaning she has jira-software, jira-admin, and all staff permissions. Is there something we're missing?

No, they shouldn't. Permissions are controlled by the permission scheme applied to the project. The idea that an application administrator, in this case JIRA, should have all permissions VIOLATES the best practices and tenets of security. A JIRA administrator needs to administer the tool. They may not need to have access to issues in any project,
