JIRA Administrator has different issue field configuration than regular users

I am the JIRA administrator. I am able to configure screens and field configurations. These customized screens and fields are visible to all regular JIRA users, but I am not presented with these customized screen and field configurations when I create or edit issues...

What am I doing wrong?

Check the "where's my field" and "available fields" that should be under a button towards the top right of the screen.
