JIRA Atlassian Naming Issue with Special Characters in SelectBox

As in the above screenshot in selectbox special characters like <>& is not showing as it is.

How can I fix this issue ?

This is a database issue. I've seen it in other products. Usually it is because the user copy/pasted from a word document or similar that supports more characters. I've seen it most often with the smart quotes in Word. The only solution is to copy/paste to notepad or other plain text editor and then into the issue.

Btw we are able to see correctly from Dashboard page when add the report as a gadget. Only from reports page we are having this issue. Already character encoding is set to UTF-8.  There should be a solution for this, cause the users can create a version like '<Version1.1>' or 'Version Test & Deployment'

In the two unrelated applications I've used it shows in the UI, but when exported to csv file it happens. What you're seeing is it is substituting junk for unprintable characters.
