We have a JIRA Server instance with roughly 600 users and looking to fine tune the audit log retention. Does anyone have any recommendations/suggestions to how long we should keep the file?
Once it hits the 10million cap, does the audit log clear automatically?
Does JIRA Server have the ability to send these events to an external source such as ELK, Splunk, Sumologic, etc?

It would depend on your company policies and governance. Audit logs are not necessary large, so it typically can be kept for years.
I'm not aware that Jira Server has that logic. However, there's various way you can integrate with ELK. by sending over logs and ingesting it into the ELK stack.
