JIRA/Bitbucket Branch Creation

My users routinely create branches from the wrong branch in JIRA as they work in multiple repositories. Therefor if they create a branch in a JIRA issue and select a branch they are fine. It is when they create a branch the second time and don't change repository/branch origin that they unintentionally create a branch in the wrong location.

Is there a way in JIRA/Bitbucket to make a user select the location and branch to create it from (similar to JIRA how you can set a default value then check to make sure it is not the default)?
