At the moment Jira has the feature "Audit log" that you can use to track key activities in Jira products, but not user specific activities. You can check more information about it in the link below:
Additionally, in case you have Atlassian Access you can use the audit logging that tracks key activities that occur from your Atlassian organization and across your organization’s sites. Use these activities to diagnose problems or questions related to user details, product access, managed accounts, and organization settings.

I really understand your point, however, at the moment it is not possible to track this type of information.

I strongly recommend you to vote, watch and leave your comment there so the Product Manager can be aware of your needs related to this feature.
