JIRA Configuration tool "system cannot find the specified path"

I am trying to use the JIRA configuration tool and I get the error "the system cannot find the specified path".

when running config.bat in the <jira install>/bin folder. I have set JAVA_HOME and also tried to run it in an elevated command prompt window in windows 2008. I have looked inside the config.bat and all the dirs referenced in the command are present.

Hi Faisal,
Did you check the permissions on these directories? Does JIRA user have access to those directories?
Also, do you have spaces in the JAVA_HOME path? For example : C:\Program Files (x86)\Java\jdk1.6.0_25\bin. JAVA Home shouldn't have space in the value. If this is the case, please try using "C:\Progra~1\Java\jdk1.6.0_25".
The problem is mostly caused by incorrect value of JAVA_HOME. You might want to take a look at http://confluence.atlassian.com/display/DOC/Setting+the+JAVA_HOME+Variable+in+Windows.
If this doesn't help, let me know the value set for PATH and JAVA_HOME.
