Hi. We use JIRA for our ticket system and Confluence for our wiki. I have JIRA acting as the user management piece for both. I have one user who is in Confluence but not JIRA. However when she sends an email to our generic ticketing system email address for JIRA, the email gets rejected.
The error I see is:
Reporter (username) does not have permission to create an issue. Message rejected.
Is there any way I can allow this user to send an email but not take up one of our JIRA licenses?

You can create an email account for Jira. Then configure JIRA to create issues based on emails.

once the email account is setup It's very easy to configure JIRA and add rules on what emails trigger creating issues for which project along with type, assignee and watchers.
