JIRA/Confluence goes slow when updating some plugins via UPM

From the UPM documentation I get the impresson that it should be possible to update plugins with no downtime, but I'm finding that I often have to restart JIRA or Confluence when updating a plugin because the instance starts running really slowly - for example taking several minutes to load the dashboard; errors eventually get displayed. Meanwhile, log entries in catalina.out appear normal, but lines are only logged once every few minutes.

Is this a known bug, configuration problem etc.?
