JIRA Core, Software and Service Desk tiers

Hello -

We are looking to install JIRA Core, Software and Service Desk, but do not require the same number of users for each.  The set up would probably be the following:

Core - 250 users

Software -25 users

Service Desk - 15 users

Is this possible?  If so, I'm assuming if an add on is purchased it's tier is based on the version of JIRA it works with.
