One of our team lead was having access to Jira before but suddenly from yesterday he is getting the attached error. He has not raised any request and not sure why is unable to access JIRA now. Please help to resolve asap. Thanks

If you are not an administrator for your instance than I advise you to reach out first to the people internally that administer your system. They will have access to look at the licenses assigned to the specified user and see if there is an outstanding access request for them.
