JIRA Goals

Hi all,

I am trying to understand how JIRA Goals is tied to JIRA or JSM subscription. Say for example we have 20 JSM Premium license and 30 JIRA Standard license. Does this mean we can have 30 users added to JIRA Goals? or will the number be 20?
