I was under the impression that Project Administrators would be able to use the JIRA Importer plugin, but the option doesn't seem to be available.
In https://answers.atlassian.com/questions/119477/project-admin-jira-import-issues Pawel Niewiadomski [Atlassian] states that "in newer versions of JIRA Importers Plugin you can run it with administrator permission (no need to by sysadmin)". That seems to indicate to me that a Project Admin should be able to import now (with the latest version of the plugin). I may be misinterpreting this, so if that is the case please do let me know. If my interpretation is correct, then it would be good to know how a project admin can be enabled for this functionality or where they access it.
Please could someone confirm whether it should be possible for a Project Admin (who is not a Jira system admin) to import issues and if so where the menu option can be found?

It seems I misinterpreted and only the SysAdmin and Global Jira Admin have access to this functionality, not the Project Admin.
