Since the JIRA Issue Collector is now bundled in JIRA 5.1, it falls under our source availability policy where customers can use it to develop code for their own use.

The JIRA Issue Collector source is now available in atlassian-jira-5.1-source.zip

Um, this is a general forum for all users. You need to address this to the author of the plugin you are talking about (I assume it's https://plugins.atlassian.com/583856 ?). I'm not saying it's wrong to ask about it here, but you are relying on the author reading this specific post - there are a few hundred a day and hundreds of users too.
