We currently have a local version of JIRA (Version 7.1.7) that has a number of projects and associated tickets logged against the projects.
We would like to create a cloud based version and import the existing data from the local version into the newly created Jira cloud instance.
1) How do we create a cloud based version?
2) Do we need to upgrade our local instance before the download of data/import of data into cloud version?
3) Can we have two environments running concurrently before we delete the local instance?
1) Go to my.Atlassian.com, sign in and then click on the "sign up for Cloud" option.
2) Yes, you should be on the latest server version when you export
3) Yes, but they will diverge, I would strongly recommend a simple "cut over" date where you stop using server completely and everyone starts using Cloud instead.

I need to buy a cloud instance first, then import data from my already paid for local server instance, then cancel the server instance once the cloud version is tested and signed off as working as expected?
There is no direct "upgrade" from one instance to the other option...
