JIRA MySQL Collation Configuration Issue

We have upgraded to MySQL 8.0 and Upgraded Jira as well. As a part of the MySQL upgrade, we modified to jira database character set and collation to utf8mb4 and utf8mb4_bin as per the documentation. The utf8mb4_bin is a supported collation. However, JIRA keep throwing unsupported collation for utf8mb4_bin. We are stuck we can't get pass this issue.
