We are hoping to leverage portfolio for JIRA and received feedback from our Administrator that because there was a conflict between the portfolio license count (10k) and the base JIRA license (unlimited) we would be unable to use portfolio on our JIRA instance.
After applying the license key, in Jira, from the newly purchased license, we have the following message from Jira: (snip provided also).

My understanding is that if you have unlimited JIRA licences, then you have to choose the unlimited licence (10,000+) of JIRA Portfolio.
You are not allowed to take a plugin license count that is less than what your product is already.
Your Portfolio license count must match that of Jira. The good news is that if you paid for 10k already, you will be able to upgrade to 10k+ at a prorated price.
