Our application is connect to client's Jira Software over API.
The Client just moved from an older Jira Software Server to newer Data Center version.
For the Server version they have provided us with Developer (non-production) Licence so we can test our application interworking over the API.
With the Data Center, we are told , they could not provide the Developer (non-production) Licence to 3rd parties, reason being changed licencing arrangements.
Anyone can explain these changed licencing arrangements?
What are our options to continue supporting the Client application and it's interworking over the API, apart to moving to the Jira Cloud?

I am not sure who told you this, but that information does not correlate with the Data Center Pricing and Licensing Terms. On developer licenses specifically, it states:
