JIRA Software is running slow to the point that we cannot execute Test Cases.
Is there a wider issue with this across the World.
I'm in the Central Coast NSW, Australia.

are you on cloud or is it a self hosted installation?
If you are on cloud, please have a look at https://status.atlassian.com/ , all issues with Atlassian Systems will/should be published there.
If it is on prem, you should ask your administrators if they can check on the issue.
