first startup was ok (with some issues on the dashboard). after reboot and restart jira with start-jira command i got this in my browser:

$JIRA_HOME/plugins/.bundled_plugins $JIRA_HOME/plugins/.osgi_plugins
These are temporary files and folders and will be recreated when JIRA starts.

I had this same issue and the steps above did not resolve it. Someone recommended that I add -Datlassian.plugins.enable.wait=300 to my catalina_opts string which helped give time to some of the slower plugins.

This worked for me as well - thanks!. This could / should be escalated to the docs or a FAQ.
I did the three steps at once, and used minimum memory of 1024M / max of 2048. When I look at the process now, it is using 1.27 GB of RAM. I did update Java to 1.8.0_66 since my last reboot, so it is possible that that could have played a factor (can't think of anything else at the moment)

Do you see any other errors in your logs besides the failed plugins report? Also, have you tried to apply any of the workarounds from Nic's link?
