After the recent JIRA update, we are unable to see add comment option in the JIRA ticket. The comment access right is already given to the user but still, the comment option is not visible. Also, there is an error appearing at the project level.

First of all, please, check count user for your license (https://support.atlassian.com/jira-service-management-cloud/docs/view-team-member-licenses/ ). Your problem could be related to exceeding users.
If previous check is ok so you can raise a request to https://support.atlassian.com/contact/#/

As I checked the user count is not exceeding what suppose to be under the free plan and I'll continue to raise a support request on this matter.
