Q. How would I restrict specific (more junior) team members from creating tickets and maybe only allow this to be done by leads in our teams? Junior members would be able to update tickets and complete them, but not create them as this requires a more senior person to estimate time, story points and complexity.

IMO you can modify permission scheme and set that Create issue permission will be available only for specific project role or project lead.

BTW: Why you want to limit issue creation for junior members? How they will learn how to create valuable tickets?

Thanks for the info about the permission schemes! I'll look into that to see if our leads think this can be a viable option.

Great question about the junior members - this actually doesn't have so much to do with junior members not being able to create valuable tickets or restricting their autonomy as it does with the current stage of our project where a lot of stuff is coming from the top down. This is more of a hypothetical scenario at the moment.
