JIRA XML backup restoration via command line

We are looking at automating the following.

1. Backup JIRA cloud for server in XML format

2. Restore the XML backup which was taken in step 1 in a on-premise test JIRA server

we were successful accomplishing the first activity using one of the script which we found in the internet. 

Can anyone advise, How to restore a XML backup using command line for on-premise server?

You can open Developer Tools in your browser and have a look, what calls are used for restoring a backup. Then you can repeat these calls in your script.

This is not possible.
