JIRA api access

I tried submitting a ticket to Jira support for rest api access and they referred me to the web permissions.  I can give someone access to projects but not to api.  Any ideas?

There is no "access to API".  People who have permission to use a project can use it via the web UI or REST API, there's no extra access to grant.
