We are running JIRA 7.10.0 and I notice that in some projects the 'comments' field has 'Visual' and 'Text' option whereas in other projects it's not an option. Where can I enable for other projects?
Check your field configuration on the projects that do not see the option, the comment field should be set to Wiki style renderer. Check out Configuring renderers
