JIRA filter keeping basic drop down options, even when set to "All"

Hi all I'm trying to achieve a configuration for my custom filters but not sure how to go about it. Our admin has a filter in JIRA that shows all activities for the current year, using a JQL query to check for start of year up to and including the end of the year.

This seems to work fine and shows a list of all issues within that time frame. However they also want to be able to filter on assignee.

Due to the filter using advanced JQL this is no longer possible. Is there any way I can keep the drop down filters (or at least one to filter on assignee). I cannot seem to find a solution unless there is some add-on that would add the current year as basic search criteria? (the current range options in basic filtering doesnt meet the need)
