JIRA hangs at the startup page

I'm facing a problem after testing upgrade from Jira 7.1 to 7.9. After importing the XML export in Jira the instance is getting stuck with the same symptoms as:

The last lines in catalina.out / atlassian-jira.log are:

I tried to update the UPM plugin to the last compatible version, testing the upgrade to 7.9.2 and 7.10.0, but the result is the same (instance stuck in "Running system startup tasks ..." 

Some people faced the same issue here, but the solution is not clear enough:

Hi Alex,

You can try Clear Jira Plugin Cache, if you are using linux, try turning off SELinux and Firewall to test if this does not cause a problem.
