JIRA has been locked

I am upgrading from JIRA v6.2 to v6.4 on windows. I am facing JIRA Lock Error after restarting JIRA. I even deleted the .jira-home.lock file but still facing the same error

That message has nothing to do with the .jira-home.lock file.  It's telling you that something has gone seriously wrong with the startup process.  It will generally also tell you what has gone wrong, with additional error messages and possibly a full stack trace.  You need to read the whole message to understand what has happened – the page title alone is not enough information.

You might also want to read the log file in full - that will contain the error Chris mentions, and a root-cause if that error is a more complicated one
