JIRA instance does not have issue type of "Feature"

At a prior company we had JIRA with EPIC, Feature, Story, etc.

at my new company it has issue types of Portfolio Epic, Program Epic, Story, etc

Can we add the issue type of Feature to be a child of Epic?

Welcome to Atlassian Community!

Yes, you can add a new issue type as long as you are a Jira admin for your instance. If not then you need to ask your Jira admin to do it for you.

Awesome. It could then be a "child" of an Epic?

Yes, any new issue type will by default be a "child" of an epic, unless you create your own issue type hierarchy and add the new issue type above the epic.
