JIRA logging options details

Is there any documentation on what the different Package Names under Logging do specifically? What they log for each of the different settings (Debug, Info, Warn, Error, Fatal, Off) ?

You;d need to look at the source code to know that, which you can of course if you have a licence. But typically Atlassian support will tell you what log levels to use if you have a problem. Unless you've got an unhealthy interest in jira it's probably best to just leave the defaults.

I think having some documentation on what the settings mean would not be unreasonable. You should not have to look in the source code just for that. Why allow users to change the options if they have no idea what the changes do?
