JIRA - menu filter flashes across the briefly across the top then disappears

• Go to Issues…..Manage filters

           Either search for a filter or bring up your filters, a popular filter, etc

The menu filter flashes across the briefly across the top then disappears.  This is usually static across the screen.  Using Chrome.  Tried this page in IE, but IE keeps hanging.  Sometimes it loads, menu flashes, and then the page locks again.
