Since JIRA moved to a new UI look a few months ago, it appears that any new projects created since the move no longer send out emails. The older projects still do. I have tried creating new rules but nothing works. I have spend hours on this... HELP!

This issue needs a proper investigation performed specifically on your Jira Cloud site. Otherwise, we will be throwing darts in the dark.
Can you open a ticket with Atlassian Support? I'd be happy to take a look.
