JIRA refuses to create Web links containing braces

When I try to attach a Web link to a JIRA issue, e.g. to rfc2396.txt, JIRA protests:

Invalid 'URL'. Make sure you include the full URL (e.g. http://www.google.com).

The workaround is to explicitly encode { as %7B.
