JIRA running very slow when creating/viewing project, any idea why?

This is a freshly built Jira application on version 7.11. It is connected to an oracle DB and is up and running. I can perform a lot of actions without the response time being too long but as soon as I attempt to view or create a test project I have response times that can be over 2-3 minutes!!! 

I'm assuming this may have something to do with the connectivity with the oracle DB.

Any help would be much appreciated.

Hi @Alistair Patrick, 

Do you have a very large number of customfields configured in your instance?

As you can see from the page below, the impact of the number on creating a ticket is relatively high.

This is a freshly built instance with only a single test project and no custom fields.
