I am currently running JIRA server 7.12.3 and the maintenance license has expired. I received the email alert this morning about current security vulnerabilities. Am I still able to download update/security patches for my JIRA, or do I have to renew my license?

Hi Andrew,
You will not be able to upgrade Jira if your license is expired. In order to upgrade Jira, you need to have an active license applied to Jira.
Even if you do not obtain a new license, you can still at least follow the mitigation steps to avoid having this vulnerability exploited.
