JIRA won't start after MySQL database configured.

I've just activated my server license and then had to setup local mySQL database. The test of connection with database passed successfully. Then after reboot of the server, all services restarted, but JIRA at the end of the startup process shows Set up application properties page. 

When NEXT button is hit it temporary displays Please wait ... message and then goes back to the same page. I don't see any way how to proceed out of this page.

It will be good if you provide logs from {jira_home}/logs/atlassian-jira.log

How could I put the log file here? It is about 15 MB in size.
